Would an excise tax on spam “answers” help the federal budget?

I propose that if the same answer is posted in response to more than 10 questions in one hour and is reported as spam, then there should be a tax paid by the persons who posted that answer. How much money could be raised this way? Would it be possible to lower regular taxes without decreasing total tax revenue?

You could collect much more revenue by taxing every vehicle code violation, no matter how trivial. At any moment, most vehicles are violated some code section. Hire more revenue collection (code enforcer) agents and the revenue pays their salary (reducing unemployment) and helps pay down the debt.
1. Would be a spit in the river compared to total tax, so wouldn’t make much difference.
