My dad only receives Social Security benefits but has no other income. He hasn’t filed taxes for years. Is he still eligible for the new tax rebate thingy?
If so, should he just file a return with {content}’s?

He should be filing every year anyway. He will miss out perhaps this time.

This section is for people who receive Social Security retirement or disability benefits. The IRS and Treasury will be working closely with the Social Security Administration to ensure that all eligible individuals know what to do to receive a stimulus payment.
Normally, certain Social Security payments are not subject to income tax. However, the economic stimulus law passed in February contains a special provision allowing Social Security recipients to count those benefits toward the qualifying income requirement of $3,000 and thereby qualify for the stimulus payment.
For eligible Social Security recipients who do not normally file a tax return, the IRS has prepared an 8-page informational package that provides instructions, a sample Form 1040A and a blank Form 1040A — everything needed to file the tax form today. See eligibility requirements below.

Supplemental Security Income (SSI) does not count as qualifying income for the stimulus payment.
Basic Eligibility Requirements

Individuals or families must have at least $3,000 in qualifying income, which can be income from or in combination with Social Security benefits, Veterans Affairs benefits, Railroad Retirement benefits and earned income.

People must have valid Social Security Numbers.
*
People cannot be claimed as dependents or eligible to be claimed as dependents on another’s tax return.
*
People must file a 2007 tax form, i.e. Form 1040A.

Even those who normally don’t have to file a federal tax return will have to file one this year in order to claim the economic stimulus payment. Find out where to send yours.
For Those Who Have Already Filed
Some recipients of the benefits described above may have filed a 2007 tax return reporting at least $3,000 in qualifying income. They do not need to do anything else. They will begin receiving their stimulus payments in early May.
Others may need to amend a previously filed tax return to include benefits to reach the $3,000 qualifying income level. Adding these benefits on an amended tax return will not increase an individual’s tax liability but will establish eligibility for the stimulus payment. Taxpayers can use IRS Form 1040X to amend a tax return in order to qualify for the stimulus payment. File the form after April 14, 2008, and allow 8-12 weeks of processing time before making any inquiries about the payment. See a sample with instructions
No he files a 1040A putting the SS money in 14A, a zero in 14B, writes stimulus at the top and mails it in.
no he’s not. he needs to file a 2007 return to get the rebate even if he doesnt normally need to file.
most tax places will do this for $50.
I have the paper they sent me here it says that if he made over $3000 in SS then he could be eligible but he does have to file his tax return..

According to the IRS:
You may qualify for a minimum payment of $300 ($600 if filing a joint return) if your tax return reflects $3,000 or more in qualifying income - which includes non-taxable Social Security.
BUT YOU MUST FILE TO RECEIVE THE REBATE, even if you are not required to do so.
The IRS has announced an electronic free file option for people who have no legal requirement to file a tax return but must file a return this year in order to receive a 2008 economic stimulus payment. Click on this link to file for your rebate electronically:

If he receives over $3000 a year in social security ( SSI is not eligible) then he needs to file a tax return this year in order to receive the rebate,. He needs to file Form 1040A. Here is the website to the irs that explains how to fill it out. It’s really very simple. His SS income goes on line 14A and everything else is 0’s. He received a statement from SS probably in Jan that stated how much he received. Use the dollar amount in box 5, the pinkish one. Or if he can’t find that, just multiply by 12 how much his net check is every month. Just make sure that he signs it and dates it at the bottom of page 2. This is something that you can do for him and it won’t cost a dime. I would encourage you to do a direct deposit to his bank with this rebate. A lot of bad people will be looking for these checks in people’s mailboxes around that time. You can also go to the same site and it wil tell you when he will receive the $300 rebate. You don’t need to pay someone to do this. It really is that easy to do. Whew, by the time I had my answer posted, you already had it answered about six times!
