NJ Surcharge Shakedown?

I recieved a letter in the mail from the State of NJ stating that I owed the NJ Motor Vehicle Commission ,555.02. I have not resided in NJ since 1994 (14 years ago) and have been lisenced in California since. I did some research on the njsurcharge.com site and found that they can charge NJ drivers 0 times 3 years for having more than 6 points on their license, and if unpaid can result in penalties. I will get an attorney on Monday, but does anyone have any sound legal advise?

The most sound advise you are already preparing to pursue, if you are living and licensed in California then their must be some mistake.~
