How does old cellphone debt work when resigning up with company?

For instance, if I owe 0 to a company like ATT, when signing up for a new contract, will 250 be the amount I owe as a deposit, or will it be the 250 for the debt, and then more for a deposit.

Usually, it’s more than the $250 for the debt (fees and interest) plus the deposit.
the debt + the deposit as they don’t have any reason to suppose you wont do it again…
