Can the state of Oregon take money from my state tax return?

Ok, so I have two W-2 forms. When I add one of them it says I get money back from my state tax return. But when I add the other it says I owe taxes… I also remember receiving a letter from the Oregon Revenue and it said they were going to garnish my wages (unpaid ticket) from my old job but I don’t work there anymore. Which is the W-2 when I added says I owe taxes. So does this mean they took out money from my state tax return to pay off my debt with the Oregon State Revenue?

and by all means file all your w-2’s with your original return, don’t piecemeal your returns
