Can a wage garnishment affect a tax return?

I have a garnishment from an old hospital bill, and I am wondering if this garnishment will affect my tax return? Can they take it?

VA hospital yes…..Other hospitals no
Federal refund: Only if it’s a VA hospital, military hospital, or USPHS hospital.
State refund: A few states do allow private medical debts to be recovered via offset of your State refund. A State hospital can recover debts from your State refund.
